I have conferred with the Commissary General in relation to this matter, and he decides, that the Hospital Fund cannot be expended for such purposes. In view of the necessities of the case, I would suggest that Col Brown pay the rent of such small lots of ground as may be needed, out of the General fund, and that such sums be refunded to him if possible out of the sales of surplus vegetables raised on these lots.
