Richmond Va., March 23d 1866.

Colonel:-

I have the honor to state that there are now eight cases of small Pox at City Point, brought there by the soldiers who were recently mustered out there, who came from Texas, where it is now extensively prevailing, some deaths occurred on the steamer on which they came north; from this disease.

I am informed that a second steamer load of soldiers, from the same portion of Texas is daily expected at City Point.  I would suggest the importance of some order, preventing them landing there, if such an order can be obtained.  They may bring more of the disease with them, but, if not they will be exposed to the disease there, altho' precautions are taken against its extension.  More than this:  they will scatter through the state and carry the seeds of the disease with them.  One case has occurred in this city, and one at Yorktown, which originated from the boat load, already landed at City Point.  There is danger that it will extend through the
