Captain - I have the honor to report in reference to the enclosed case, referred for my action in the matter, that I have given it as full an investigation as circumstances would admit, and have found as far as I am able to judge, that the statement made by J. L. Tompkins is correct, and have therefore on this date ordered the Magistrates not to proceed in the case - which was laid over by the Floyd County Court to its next sitting on the 23rd day of the present month. 

I am further informed that the Horse in dispute is now in the possession of Green H Conner of Patrick County, who is the prosecutor, and who will not turn over the Horse to the Freedwoman, unless compelled to do so. 

You will please advise me what further action I shall take, in order to restore the Horse to its proper owner.
