The four paragraphs of Circular No. 11., from your
Office, are being complied with in good faith to a certain extent only. Paragraph 1., is the most neglected, but this from ignorance of its existence. Paragraphs 3 and 4, are carried out by the Officers to the best of their ability.

The demand for Schools will be somewhat transitory
from the migrating character of the negroes; a few colored families sometimes, with their usual prolificacy make up a School, and suddenly change their neighborhood.

There are no records in the offices of the fmr Supt's of the District worthy of preservation except in the office of Bvt. Lt. Col. Jordan and a portion of those in the office of Bvt. Capt. Connolly. Not that all the other Officers lack ability, but there has been so many changes of officers, some having been incapable, that the books first opened are mostly entirely defective and have not been renewed except partially. I cannot speak advisedly of the capacity of the different Officers, but all are doing good and possess more or less zeal in discharging their arduous duties.
