General:
I have the honor to call your attention to the fact of an official communication having been forwarded from the Asst Supt of Sussex and Surry direct to you and by you referred to a Staff Officer for consideration. The communication referred to was dated Oct. 22d, and is a requisition for money in aid of a colored school; a matter of grave importance to the Supt. of this District. Maj Geo Q. White the officer to whom you referred the communication has ordered me to comply to a certain extent with the requirements of said Asst. Sup't., thus virtually making me the subordinate officer of the District.

I must respectfully protest against the subordinate officers of this Dist. being allowed to thus violate the customs and requirements of the service.

I also respectfully ask to be allowed to return the communication in question to your office to be returned to the Asst. Supt. of Sussex and Surry Counties, that he may forward it through the
