Sir -

I have rec'd your instructions in regard to the clothing, or rather the instructions of the Asst Com'r.  I am informed that the clothing has all been sold, and the man Ferris is not worth a dollar.  He is away at present but will be here to-morrow.

I am at a loss how to proceed, but will do the best I can.  I wish that I could get orders to arrest him, or to commence proceedings against him for embezzlement or something of the kind.

Can you suggest something?  I am certain that he is without money or property that can be touched.

Had my letter been promptly
