I have the honor to enclose herewith Ration Returns & Reports in compliance with Circular Letter from War Dept. B.R.F. & A.L. of date. Washington D.C. Sept 27th 1866. concerning Destitute & Infirm Freedmen in the Counties composing my sub-district.

No rations are issued to anyone unless conclusive evidence is provided to the effect that the applicant is in a seriously suffering condition.

I have cut down the lists in each county to the lowest possible extent now.
