Richmond, Va.

I rented and moved to some time since the above named place for the purpose of conducting the Mercantile business, and the Liquor business also by retail. I employed a Council and made my application for the license, and the court refused to grant the Liquor license on account of a petition gotten up by a few individuals against the sale of Whiskey in the neighborhood  I give satisfactory references to the court as to my character and standing but on account of this petition the license were refused. how do you think there is any justice in such proceedings? I now apply to you for justice, give me authority to sell, and I am ready to pay the required tax at any moment. if you desire it I will give any reference as to my character
