I have the honor to submit to you the following statement of Julia Cook as further proof of the "neglect" of some of the policeman of this City to afford the same protection to colored citizens that is given the whites, or evidence that advantage is often taken of the Freedmen by those who are the proper ones to offer assistance and protection.

On the morning of the 14th of Febry 1866 she was walking near the corner of 7th and Marshall Streets with a bundle of clothing in her arms when a Policeman No 100 caught hold of her and asked what she had in her bundle. She told him a dress, he said "let me see it:" claiming to have a warrant, but she refused saying he could not search her unless he showed the warrant he would not show it, but held her and insisted upon seeing the contents of the bundle. She said if he would show the warrant she would let him
