I am informed that Mr. C. H. Westcott is a candidate for U.S. Supervising Inspector of Steam Vessels for this the Eighth Supervising District, and it affords me much pleasure indeed to add my endorsement to the long list of names which you doubtless have ere this received in behalf of his candidacy. Mr. Westcott’s high standing, his knowledge of the requirements of the office, and his peculiar personal equipment therefor qualify him in a rare degree. I feel confident that, if he should be given the place, a very large majority of the people of this District, regardless of party, would be greatly delighted.
