July 21/98.
Dear Col. Hecker:
I have your note of the 19th written at the Waldorf-Astorin inclosing the two notes from Mr. Callaway. I have written Mr. Callaway in reply as per carbon copy herewith. The other note from Mr. Callaway I will hand to Mrs. Hecker this evening.
As named in my letter to Mr. Callaway, we have shaped our plans to run the New York Central cars through pretty rapidly, particularly so after the receipt of his note of the 14th inst. in which he said he would like the cars delivered by Sept. 1. We would gladly substitute the B & O, if it is possible to get the material in time. In fact, it would be of considerable advantage to us in the cost of building the N.Y.C. cards if we could run about one half of the shop capacity on this work of the balance on the B. & O.; this because of the large amount of drilling necessary on N.Y.C. cars and the fact that we cannot get the new six-spindle drill before October. In the mean time, with a smaller number of coal cars, the expense of drilling would be considerably reduced.
Mrs. Hecker has sent me your letter to her of the 19th inst., and I am very glad indeed to know that your duties have been so well outlined and also that the other officials in the Dep't take so commendable a view of the situation. I have heard many pleasant things to-day concerning your placing of the contract for the transportation of Spanish [[Steamers]]. The promptness of decision and the fact that any accident or complaints in connection with the homeward journey [[went best]] with the Spanish [[Co.]] are splendidly received by your many friends here.
Yours very truly
Charles L Freer
