O. Brown James A. Bates Capt & A.A.A.G 3d. V. 264. Office Supt. Refugees &c. 9th Dist. Fort Monroe Va. Dec. 23d 1865. Respectfully returned to Col. O. Brown. Asst Comr &c. with a form for "ration tickets" and five and one half qrs. (5 1/2) of blue laid paper, which if cut according to the marks upon one of the sheets will make 3960 tickets. C. B.
