The Asst. Commissioner is called upon to issue transportation to such an extent that instructions are respectfully solicited in cases like this herein reported.

As the Commissioner would grant transportation within the limits of jurisdiction of an Asst. Comr only on the recommendation of such Asst. Com'r. it is submitted to Col. Brown whether this is a case that can be decided as a precedent, without some recommendation from Col. Brown in the matter. But as it appears to be a case where freedmen, [[strikethrough]] who [[/strikethrough]] will be supported by the Gov't. in a short time if they remain in their present home, but if removed to some other place can support themselves, and as Asst. Com'r's, have sufficient authority to issue transportation in the premises, and as it is the design of the Bureau to get all freedmen to work as fast as possible, it is not seen why this case should not come under G.O. 138. Series 1865 A.G.O. regulating the whole subject of transportation or why the Asst. Commissioner should not transport
