Circular Letter

Sir:

I was instructed by Maj Genl Howard to invite your attention to so much of his report as refers to the establishment of Intelligence Offices in the principal cities and districts in the South for the purpose of assisting the unemployed freedmen in securing places.

No general instructions have been issued from the Bureau on this subject, as it is not the wish of the Commissioner to add unnecessarily to the number of officers on duty with the Bureau but he commends to the consideration of the Assistant Commissioner the proposition of establishing through individual enterprise a system of agencies in each State with the design of bringing labor and capital together
