Respectfully returned  The Mill is not in my possession. An Engine, and a mill, are not same. The repairs would have to go with the Engine. and the mill was put on both. Capt A. S. Flagg A.Q.M. Supt &c Dist No 1. received the mill, Engine, docks & buildings, agreeing to pay the Amt. of repairs to be called $600, and to return as much lumber as the improvements contained, or pay for the same. Government are now liable for said repairs. and buildings, as above stated. My subsequent contract for one year did not change the matter. My lease expires on 1st Sept 1866. Mill being ordered stoped by Asst Comr and said order being still in force I consider Govt. in possession.
