Refugees F.B. & A.L. Surry Co Va. Feby 12th 1866 Respectfully returned to Capt Stuart Barnes, Supt Dist No 2, with the information, that I have investigated the case of assault on William Wilson (Col'd) by Chas Higgin (White) It was a fight between two drunken men. Cause, mutual insults, and not predjudice to Col'd people. William Wilson remained unmolested, at Cabin Point two weeks after the affray. The endorsment of Colin Smith, Drew Birts & Danl Campbell, I regret to state is too true, in some instances. I am now using my utmost endeavors to improve the condition of the Colored citizens. The feeling of the White citizens is unjust and cruel to the Freedmen, and bitterly hostile to the Government, and its representatives. I am Sir Very Respty Your Obt Svt Chas H.
