I have the honor to acknowledge the receipt of Papers referred to me from Dr's. Tinsley, and also from Mrs. McClandist, rec'd. this morning from Capt. Barnes Supt 2d. Dist. I suppose sent through mistake to him

I mention this as a reason for delay in part on those papers, & in part to await the development of the Major Inspector & Lt. Massey, who are giving special attention to those Cases and will report quite soon I trust whether there has been neglect or anything wrong on My, or Mr. Churchill's part. I have been unable to find any evidence of exceeding or coming short of your orders, except from those who seem to be determined to get more than you allow or make all the difficulty they can
