Office Supt. Refugees &c. 9th Dist. State of Va. Fort Monroe, Va., January 31st 1866. Col. O. Brown Asst. Com'r. Freedmen's Bureau, State of Va., Richmond, Va., Colonel, I have the honor to forward a complete Report of Officers and Enlisted men on duty in this Dist. for the month of January, 1866. The report sent forward by the mail today was incomplete,- rendered so by the arrival of Capt. Warren and Lieut. Reed, who reported for duty today. - also, a change made in the enlisted men, several who were inefficient being changed for men who were efficient.
