The only reason I have to fear of an unfavorable result, is that Major Stanhope commanding a company or two of regulars at Williamsburg has taken it upon himself (ord fashion) to interfere with our operations all he can. He called a meeting the day I was there & said He could [[strikethrough]]not[[/strikethrough]] settle all those matters in five minutes. He has begun as if he did not mean to allow the Bureau anything to do or any quarters within his reach. He orders property seized that is on our papers or Q.M. papers and turns it to whom he pleases. He also said he should write you fully about it, & I judge he will hint at least that the Agency of the Bureau is a useless thing.
