Office Supt. Refugees &c 9 Dist.
Fort Monroe Va., Feb 11th 1866

Col. O. Brown,
Asst. Comr.

Colonel,

I have the honor to report that I have called on Maj. Stickney in regard to the matter assigned us with Capt. Flagg &c. I find him very feeble and unable to get out, and therefore with the advice of his wife and Col. Malory and at his suggestion I write to ask a few days delay if consistent, on that business, if not, (as the Col. suggests), that another be put in his place, and I would add the suggestion that one be assigned in my stead. I do not wish to shrink at anything among the possibilities, but I would simply mention that we are trying a secesh for murdering a negro in cold blood, and we have got the tribe to fight with, & x Chandler to boot. Then to post up and get underway eight assistants if one more comes, all green hands, though they appear much better than those they relieve. Then three boards of arbitrators
