I am directed by Maj Genl Howard to state that he understands several colored regiments are to be mustered out at Richmond immediately. A department of this Bureau will soon be organized for the purpose of preparing and prosecuting the claims of colored soldiers and sailors. Blanks will be sent to you at the earliest possible moment and you are requested to inform the soldiers of these regiments that their claims will be collected by the Bureau without charge except for notarial
