They are not entitled to the 2nd installment, not having served eighteen months. Col. Brooks asst. Paymaster Genl. U.S.A. has informed me that when a discharge has been endorsed "Paid in full" there is no use in prosecuting the claim for Back Pay and Bounty, unless the man was discharged at Hospital or away from his command. 

Enclosed please find extracts from "Pay master Manual" relating to Bounties, and which will govern you in the taking of claims of Colored Soldiers.

Further instructions will be sent you as soon as printed. The men had better keep their discharge in their own hands, as Congress is expected to legislate in their favor, giving them the same bounty as white troops.
