Respectfully returned to Bvt. Brig. Genl. O. Brown, and Comm. Va. remarking that the decision of the Qrmaster General within referred to has been accused of having been found in conflict with existing orders and regulations. All properly belonging to the quartermasters department Ast. received by the Bureau should be accounted for to that Department - and should not be dropped from the paper returns until packaged and paid for by this Bureau.
