I have the honor to stat that in order properly to carry out the provisions of Circular No. 11. from this office a copy of which please find enclosed, and which met with your approval, a considerable additional clerical force will be required. The registration which is indispensable to make the new status of the freedmen here permanently useful, so as to become a matter of record, must be done completely and exhaustively, also must be done now or never.
