Norfolk May 9, 1866

Col O. Brown
Comr. of Freedmen &c.
Richmond

Dr. Col.
Please inform me, at your earliest notice, if my property, in the vicinity of Hampton, is to be restored to me; and if not, give me the reasons why. Before going further in the matter, I wish to know why the Govt. hold on to my property. Oakland never was in the hands of the military, and why was it seized? Cap. Wilder informs me that it was by your orders that the order I recd for restoration was rescinded

Yours Truly
W.E. Wood
