I would respectfully state that George Coleman of Bolivar as been found, by action of board of agents, indebted to James Williams (colored) of Charlestown in the sum of $23.45/100 which money Coleman refuses to pay, saying that he will defend himself if he has to use lead.

I have called upon Capt John M. Andrews 8th U.S. Infantry commanding troops at this place, and he states that he can only aid under your direction.  I would further state that the decision in this case was made on the 2nd of March 1866, and places in the hands of Col. Eddie for collection, but no action was taken.  About this time I was ordered to Richmond, and was absent for some time, and supposed the money had been collected.  A few days ago Williams called for his money, and it is now necessary for me to
