Sir,
Permit me most respectfully to request you to countermand Your Special order No. 106 removing Capt. W. F. White from this station.  Because,
1.  He is acquainted with the people & business here.  2d.  He is a faithful, judicious, laborious and efficient officer.  3d.  Both classes (white & colored) have confidence in and respect for him.  The Chief Justice of the Civil Court Mr. Harvey — a representative & influential Man, remarked, Since the passage of the Freedman's Bill, That he did not care how long the Bureau continues if Capt. White is retained here.  This is the common feeling towards him.
4.  He is deeply interested in improving not only the Civil but also the moral & intellectual
