the mountainous portion, it is almost impossible for the Freedmen to obtain justice. If they complain to either myself or the Magistrates, they are generally well beaten by the parties complained of. If there were troops stationed here, it would remove all of these evils, and there would be less disloyal conversation among the Secessionists than what there is at present
