I have the honor to request information, if Circular No 2 dated May 12th 1866 from your Hd Qrs, is understood as authorizing Assistant Superintendents, to turn over all Civil Cases to the Civil Authorities for adjudication.  Several cases have arisen and as it simply orders the courts to suspend until further orders, I would request instructions upon the Subject. -.  Also invite your attention to the following case tried before the Freedmens Court in March last. -  Price Neighbours, and Adaline (Colored) v.s. Thomas Driscoll (white) Complaint four (4) months wages for labor during 1865.  Decision of said court that Mr Driscoll pay the Sum of 40 Dollars 60 days from date to Price Neighbors, and 30 Dollars 60 days from date to Adeline giving Bond.  Said Driscoll now refuses to pay
