I have the honor to represent, that the letter of Instructions in regard to the issue of Rations, from the Major General Commissioner, bearing date Sept 27th 1866. does not provide for the issue of Rations to others than "freedpeople"_
It has been the practice of the Bureau in this state, to furnish rations to such white persons, as have become destitute during the war, by reason of their adherence to the Union, when such persons have shown that they were unable to obtain Subsistence from the County Authorities_
the number of persons of this class fed by the Bureau during the month of August, was one hundred and twelve (112)
As these persons are continually calling for relief I would respectfully enquire whether any relief can be afforded them_
