E.B. 5. Vol. 2 ASO. Fo. 2.
Bureau R.F. and A.L.
Hd Qrs Sub Dist York and James City Co Va.
Yorktown Va Nov 16th 1866.

Respectfully returned, with information that the farm within applied for is the only one of any size borne upon the papers of this office and at the end of this year it will be absolutely necessary that some land be under the control of the Bureau in this County in order that indigent and suffering Freedmen can be removed to the same. The owners of the land upon which the Freedmens Villages near this place ("Slabtown and Newton") are situated have made application for the same and unless some provision is made towards giving homestead to the Freedmen of these villages suffering must ensue. "Whittaker Farm" is some distance (10 miles) from Yorktown over a very bad road and great labor must be bestowed upon it to make it desirable as a "Bureau Farm" but still it could be made of service if the higher authority should direct its retention. A very small number of Freedmen are now residing upon the within named Farm and as far as they are concerned its restoration will not I think injure their best interests
