were allowed, and no freed-people were placed on the land, owing to the petitioner's earnest protest against such occupancy, accompanied by his voluntary offer to pay "a fair rent," in preference to admitting others to possession.

This petition is written by Mr. Thos. Tabb, who, as agent, sold this property to petitioner, knowing at the time of said sale, that it had been libelled and was held by this Bureau.

The statements made in this petition by the said Thos. Tabb and signed by Wm Phillips, as petitioner are incorrect, as shown by the following facts. viz.

I. William Anderson was Superintendt of the US. Arsenal, Fort Monroe, — left suddenly at the breaking out of the rebellion, and accepted a position, under the rebel gov'mt at the "Tredagar [[Tredegar]] Iron works," Richmond Va. (see 1st Par. Petition.)

II. The petitioner, Wm. Phillips, did leave his home during the rebellion; and assumed charge of the farm of a confederate officer (Col. J. Phillips,) representing said farm as his, (W Phillips,) property; thereby securing, for it, the protection of the
