request would have nothing whatever to do with the said orphans. The petition, Mr Phillips admits is solely for his own benefit.

Attention is invited to Par. IV in Lt Reed's statement as containing a correct account of this matter. There appears to be no reason why special and extraordinary indulgence should be granted the petitioner, and that it is every way proper and according to custom to require of Mr Phillips reasonable rent for the years 1866 and 1867.
