I have the honor to make the following report in pursuance to instructions received by endorsement on the enclosed communication.

No colored persons offered to vote at the recent elections held in Pulaski County for clerk, not knowing that it was their privilege to do so. The weather being very inclement, only a small vote was polled; and David S. Pollock received the highest number of votes.  The other candidates were A. Poage and Lewis Buckingham, neither of whom are qualified for the discharge of the duties of the office.

Mr. Pollock was appointed by the county court, Clerk pro-tem on the 4th of April, and qualified in the usual mode.  He was in service as a soldier in the Rebel army, but I am informed can take the required oath of office.  You will observe he did not qualify under his election, but the office becoming vacant, by the resignation of J.U. Larew, who had been appointed clerk pro-tem, a short time previous thereto; the court it seems doubled the validity of the election, and appointed him as before stated.

The requirements of the new Military Bill were not observed.
