Sir:

The case of A. Hewlitt (white) vs. Wm.  Wilkinson (col'd) herewith transmitted was tried by a man who, as far as I can learn, has no sympathy with the freedmen or any one professing to be loyal, and his decision in this case was in my opinion, the result of this prejudice. 

Wilkinson did bargain for the place, and admitted it on the trial, but claims that Hewlitt would not put the necessary repairs on it and hence he would not rent it.

The testimony went to show that Wilkinson did bargain for the land, but beyond this it rested on the evidence of the parties to the suit and the white man's evidence obtained [[?]] rather than the negroe's, although the latter
