The League was subsequently organized, and nearly three hundred names entered upon the rolls. Since that time, there has been a disposition among some of the whites, who are opposed to the Republican Party, to discharge from their service the colored people in their employ, who in any way participated in the gathering, and especially such, as united themselves with this particular organization. And apprehending that serious trouble may arise in the future, by the colored men identifying themselves with political organizations, I would respectfully request instructions how to proceed in the matter, in order to prevent a general dismissal from service, by those who do not agree with them politically, and where there are no written obligations binding upon them. I have done all in my power to have the law fully carried into effect, in regard to written articles of contract made out by parties having colored persons in their employ, but up to the present not more than one tenth have complied with the printed instructions circulated
