not been entered. It is my opinion that the Register of Marriages here and elsewhere has done much to increase respect for that relation.

There is a poor farm in this county with very small and miserable accommodations. There are no paupers on it. Both white and colored poor would suffer extremely before going there.

The poor and disabled and those temporarily helpless are received in a well appointed hospital at Camp Hamilton; its capacity is over 200: the inmates number 85. Very many who ought to be in it are from pride or prejudice unwilling to enter. None are rationed outside of hospital.

The civil authorities of the county consist of ignorant magistrates and an imbecile prosecuting attorney. Jurors are illiterate and do what one or two leading leading lawyers tell them to. I think they often act consciously in good Faith, but are unconscious of the large prejudice that influences them. Loyal men and Freedmen have no confidence in these authorities.
