right relation to the demand for labor. Transportation from here, both by land and water, will be freely called for next fall; and humanity dictates, that all possible aid be rendered to those who desire to escape the terrible experience of another winter, with little food or clothing, and no fuel wherewith to warm themselves.  I consider last winter's lessons, though very severe, yet the best the freedmen about here could have had.  

The school work at this point should be put upon a permanent basis.  Land, to effect this, has been secured; but much repairing and building are necessary.   

In the County of York, the same state of things as represented in Elizabeth City County, exist, but to a lesser degree.  To relieve the asperities of the situation, similar measures will be required.
