Capt. Schaeffer. manifests great zeal in instructing the Freedmen in all their rights and duties not only under this circular but all others.

No. register in Craig Co, in account of the sickness of the Officer in 1866 and pressing duties which have prevented the Registrations since. The cir. has been complied with to the best of his ability by personally explaining to the Colored people the operations
