Capt. I have the honor to report in compliance with instructions of Circular No. 16. H.Q. Asst. Comr, dated Augt 17th 1867, that in pursuance to Par. 2, G.O. No. 51, Hd Qurs. 1st. Military District, Richmond Va, Augt 17th 1867, I have conferred with the proper Civil Authorities of the Counties composing this Division, who have pledged themselves for the support of their own poor irrespective of race or color. The County of Montgomery has a Poor-House, which will accommodate twenty two persons - at present it has twelve inmates. In the Counties of Pulaski and Giles, they have no Alms-Houses but let out their poor to the lowest bidder.
 
No indigent Colored persons are in charge of, or receiving support from the Bureau, throughout this Division.
