ascertaining date of succeeding administrations and hence for responsibility. 

There appears to be, on the whole, an increase of "esprit des corps" and enthusiasm on the part of officers and agents in this Sub District. 

They have, to a great extent, kept aloof from Society, especially from that of the rebels, who would either crush them with their frowns, or solicit them, with proffered hospitality to join Southern Circles, and adopt Southern views and sympathies. 

Of Lieut. Reed, Capt Brooks, Capt. Massey and Mr. Morey I have previously reported very favorably; they continue to deserve praise for well sustained fidelity to duty. 

Lieut. Chandler is well meaning and honest, but weak. His character and habits are, so far as I know, irreproachable, but his administrative ability is limited. Of Lieut Sherwood I do not feel perfectly sure; he has apparently endeavored to give satisfaction and seems to devote himself to the school work. But I incline to the opinion that
