It is worthy of remark that this region of country is suffering much from want of drainage, and fears have been expressed of a serious epidemic as the result of choked drain. But thorough cultivation cannot be expected in the present state of things. Bankrupt landowners and demoralized laborers are doing the county great injustice.

It has been suggested that political excitement is alienating the races. I think not; it may distract the laboring class a little, but the whites are, I believe, more considerate than ever before at least in their intercourse with freedmen. The chivalry of Gloucester and James City counties intend, seriously, so far as I can learn, to run a colored man for Congress at the next election in the spirit of insult to that body.

There are, in the rural portions of this sub district, occasional cases of serious illness [[strikethrough]] on the part of [[/strikethrough]] among destitute freedpeople, for whom the local doctors will do nothing.
