help in extreme cases of this kind this at Bureau expense.

I think that medical officers of the Bureau should be instructed not to furnish medicines and make gratuitous visits to those freedpeople who are able to pay a doctor: this is done to some extent, but is not, in my opinion, in the spirit of Bureau purposes, expressed in instructions.

I take pleasure in reporting favorably upon the hospitals in my district: they seem to be well conducted and the Surgeons in charge to be active and efficient in the discharge of their duties.

As to the likelihood of full and complete justice being given to freedmen in cases in which they are interested against whites, I have nothing to report in addition to what was said on this subject in my report of the 27th of May. What justice is to be had is due to military rule.
