In all the Counties of this Sub District the condition of the Colored people is very favorable with their condition two years ago or even with the poor class of Whites. They are industrious and temperate. Striving to save a little with which they can secure a house to call their own. Faithful in all places. Seldom guilty of any crime or misdemeanor unless led into it by evil minded Whites. They take a great interest in all efforts made to instruct and improve them as a race. Considering their former ignorance as to marital rights and duties and their improper instructions as to Chastity their improvement is very marked. The sentiment prevailing among them will not tolerate in the least improper or illegal cohabitation.

They are generally temperate though they have organized no societies as yet except in Wytheville  Here they have a total abstinence society which promises to be very successful.

The Whites are generally opposed to the establishment of Schools for the Education of the Colored people and this opposition would
