result in prohibition were it not for the protection of the Government officers. 

In a few instances aid has been offered by the Whites for Schools but on such condition, as plainly showed their motive to be a selfish one and adverse to the interests of the Colored people. These people are and will be for some time to come dependent upon the North for proper Teachers. The Whites who are qualified are bitterly opposed to their education. and those not opposed are not qualified.

The sentiments, the ideas of right and government intertained by the Southerner render him incapable of giving instructions in harmony with the principles of a republican form of Government. The Colored people observing these facts lose all confedence and respect in such Teachers. The Schools conducted by Northern Teachers have been very successfull and have greatly improved the communities where located.
