General,

I have the honor to inform you that in compliance with my application to the Gen'l in command of Mil. Dist. Fort Monroe of Nov. 4th '67 (a copy of which was furnished your office); the name of Private James L. Sullivan, Batty A. 5th U.S. Art'y has been furnished me by Bvt. Brig. Gen. Wm Hays, Com'dg Sub-Dist. of Fort Monroe.
Said Pvt. Sullivan has been detailed by S.O. 254 He Qr Sub-Dist. Fort Monroe, to report to Lieut. G.P. Sherwood, A.S.A.C., Drummondtown Va., for duty in Freedmen's Bureau.
