General. 
In the case of Stephen Childress of Montgomery Co. Va., reported upon by me, May 11th 1867, and referred by you May 25th 1867 for such action as would bring it before the proper civil authorities, I have the honor to state, that the neglect to prosecute the case, has not been attributeable to myself, but the slowness of action on the part of Mr. Childress. A few days since I had a conversation with him about it, and found him still undecided as to what course to pursue, on account of his inability to obtain any clue to the missing property-although he seems fully persuaded that the Horse is somewhere in Floyd County. I thought best to make these explanations, as the case has been a long time on my hands--and the only one not previously reported.
