Respectfully returned to Bvt Brig Genl O. Brown A.A.A.Genl. with the following explanation.

In compliance with the requirements of Par "II" Circular 12, Series 1866, Bureau Head Quarters, I mailed on the 1st inst my personal report direct to Bureau Head Quarters, as I had heretofore done. Through inadvertence on my part, not noticing particularly that Circular No "3." C.S. Head Quarters Department of the Potomac, required personal as well as other reports to be forwarded through the regular channels, caused me to commit the error.

I enclose a copy of my report which I sent direct to Maj Genl Howard,
