I have the honor to report in obedience to par. I. Circular 1. Series of 1866, that there are no Freedmen in this District, able to work, for whom employment can not be found. - 
In the County of King William the demand for labor is greater than the supply, and at least one hundred Freedmen can find employment in that County.
