General,
In obedience to Circular letter dated Head Qr's Ass't Comm'r State of Va, April 15th, 1867, I have the honor to report the number of White persons in each County, who require food to prevent starvation and extreme want, who are not now supplied by County Authorities and whose cases do not come under the present regulations of the Bureau as follows:
Richmond City, Five hundred (500)
Henrico County, One hundred (100)
Chesterfield County, Sixty (60)
Hanover County, Twenty (20)
King William County, Thirty (30)

Total 710
